Country Perspectives: Shaping Audiovisual Futures through Tax Incentives

How tightly targeted incentives can efficiently achieve their intended objective? The focus of the discussion will extend beyond conventional praise, examining the varying goals that territories aim for in the short, mid-term, and long-term future. We try to discern what plays a pivotal role in shaping tax scheme’s incentives, whether it's promoting local stories/films or attracting foreign productions.

Iris Zappe-Heller

Iris Zappe-Heller joined the Austrian Film Institute in 1993. She took over the Austrian representation at the Board of Eurimages and the MEDIA Committee in 1997. In 2011 she became deputy director of the Film Institute. In 2013 she installed the department for Gender*Diversity*Inclusion within the Film Institute, taking measures such as Gender Incentive, Gender Budgeting, Gender Reports, ProPro, Script competition and others. In this function, she represented Austria in Eurimages’ Gender Equality Working Group, which she chaired from 2016 to 2021. She joined the EFAD’s Gender and Inclusion Working Group in 2018, where she took over the chair in 2021. In 2015 she has been the Austrian expert on the Sarajevo Conference Declaration and, therefore, actively involved in the drawing up of the European Council’s Recommendation on Gender Equality.

Marko Eraković

Marko Eraković (1985) works as the International Promotion Advisor at the Film Centre of Montenegro, where he heads the Film in Montenegro filming incentives programme that promotes Montenegro internationally as a film-friendly destination. Marko has graduated from Roma Tre University in Rome (Italy) and holds a master’s degree in Film, Television, and Multimedia Production. Before joining the Film Centre of Montenegro in 2020, he worked as a corporate communications specialist in Italy and the Middle East. Marko is fluent in English and Italian.

Christopher P. Marcich

Chris Marcich was appointed CEO of the Croatian Audiovisual Center on 1 May 2019. As the head of the Centre, he represents and acts on behalf of the Centre, organises and runs the Centre’s activities together with its team of professionals.  The primary mission of the Centre, in the broadest sense, is to support and promote the Croatian film and audiovisual sector.  The Centre also runs a cash rebate program known as filming in Croatia. He has been President of the Board of AGICOA since 2013 and the President for International at the Motion Picture Association’s European office from 1995 to 2016. Before that, Chris spent 16 years in the US Government on international trade issues as a negotiator. He was the Assistant US Trade Representative for Europe and held the newly created position of Assistant US Trade Representative for Trade and Environment. Chris holds a Master’s degree from Georgetown University.

Charlotte Appelgren

Charlotte Appelgren is a Secretary-General of Cine-Regio AISBL (Brussels) – the European Association of Regional Film & Audiovisual Funds. Previously worked at MEDIA Desk Denmark, the Danish Film Institute, Merlin Films in Ireland and at two Danish production companies. She holds a Master of Science in Business & Culture (cand.negot) from SDU, Denmark. She is also co-author of The Fine Art of Co-producing (2002, 2007, 2010 – new edition in the pipeline), a reviewer at Palgrave UK, as well as researcher/contributor to various publications, reports and European working groups on film financing & co-productions, gender balance and the green transition.
